1. How To Add Offset Effect in Adobe After Effects CC 2023:

   1. Create a New Composition
   2. Add Layers & Pre-Comps
   3. Create a New Adjustment Layer
   4. Go to ‘Effects & Presets’ panel
   5. Search for ‘Offset’
   6. Drag Offset to Adjustment Layer

   How To Animate Offset Effect in Adobe After Effects CC 2023:

   1. Go to Effect Controls
   2. Locate ’Shift Center To’ property
   3. Click on Anchor Point’
   4. Drag to center of Composition Window
   5. Drag CTI to position on Timeline to start animation
   6. Click on Stopwatch next to ‘Shift Center To’
   7. Drag CTI forward in time
   8. Change Value of Y Position (I entered 5940)
   9. Drag CTI to beginning and tap Spacebar to preview
